Narrative:
Air carrier X cleared to land runway 9R and small aircraft Y simultaneously was cleared to land runway 9L. Small aircraft Y goofed, attempted landing runway 9R immediately in front of us. During our go around (begun at 400' AGL) another small aircraft Z was instructed by tower to do a right 360 degree turn from his short final position landing runway 9L. This put him nose-to-nose with us at about 500'. Tower controller was so upset at small aircraft Y, which mad us go around, that he never realized the danger he put us in by directing small aircraft Z to do a 360 degree turn directly into our flight path!

Title: SMA Y LANDING ON WRONG RWY. PLT DEVIATION. CTLR ISSUED INSTRUCTIONS THAT PUT ACR Y AND SMA Z IN CONFLICT. TRAFFIC NOT ISSUED. OPERATIONAL ERROR.
Narrative: ACR X CLRED TO LAND RWY 9R AND SMA Y SIMULTANEOUSLY WAS CLRED TO LAND RWY 9L. SMA Y GOOFED, ATTEMPTED LNDG RWY 9R IMMEDIATELY IN FRONT OF US. DURING OUR GAR (BEGUN AT 400' AGL) ANOTHER SMA Z WAS INSTRUCTED BY TWR TO DO A RIGHT 360 DEG TURN FROM HIS SHORT FINAL POS LNDG RWY 9L. THIS PUT HIM NOSE-TO-NOSE WITH US AT ABOUT 500'. TWR CTLR WAS SO UPSET AT SMA Y, WHICH MAD US GO AROUND, THAT HE NEVER REALIZED THE DANGER HE PUT US IN BY DIRECTING SMA Z TO DO A 360 DEG TURN DIRECTLY INTO OUR FLT PATH!
