Narrative:
Air carrier flight departed laf west/O receiving clearance to ord. 20 mins prior to departure clearance was requested from laf ground control. Were informed that clearance would be received upon taxi request. The local controller was working clearance, ground control and local tower control. There were several aircraft in the area, both in the traffic pattern and on the ground. The control tower cleared air carrier for takeoff west/O a clearance to ord. Flight departed laf into VFR conditions and obtained an IFR clearance from ZAU.

Title: COMBINES OPERATION OF TWR GND CTLR DID NOT GIVE THE ACR FLT A CLRNC. FLT CREW TOOK OFF WITHOUT CLRNC. OBTAINED FROM ZAU AFTER BECOMING AIRBORNE.
Narrative: ACR FLT DEPARTED LAF W/O RECEIVING CLRNC TO ORD. 20 MINS PRIOR TO DEP CLRNC WAS REQUESTED FROM LAF GND CTL. WERE INFORMED THAT CLRNC WOULD BE RECEIVED UPON TAXI REQUEST. THE LCL CTLR WAS WORKING CLRNC, GND CTL AND LCL TWR CTL. THERE WERE SEVERAL ACFT IN THE AREA, BOTH IN THE TFC PATTERN AND ON THE GND. THE CTL TWR CLRED ACR FOR TKOF W/O A CLRNC TO ORD. FLT DEPARTED LAF INTO VFR CONDITIONS AND OBTAINED AN IFR CLRNC FROM ZAU.
