Narrative:

Sheduled flight from yyz-bos approaching gdm. ZBW advised to expect to hold at gardner, and a descent. Approaching the VOR we inquired as to what to expect since nothing was given yet. The controller forgot to issue a hold and a descent by his own admission, handed us off to next controller but still did not issue hold. By the time we were able to contact next controller, we were already past the gdm VOR. This controller gave us a 290 degree heading for spacing and admitted controller forgot to issue this clearance. There did not seem to be a traffic conflict as ZBW stated everything was ok. Flight continued and landed west/O incident. I am filing this report to express my concern for the FAA's lack of ability to hire more controllers. The controllers are doing the best they can with what they have to work with. I talked to the controller on the ground and he stated there was no conflict. However, with the 'quality assurance program' that seems to be in the computer and the FAA's over aggressive bureaucratic political attitude and intent to blame pilots for their own inadequate system with their new procedures for unfairly prosecuting pilots, I want this as a matter of record to show how the FAA pits pilots against controllers and to protect myself. Supplemental information from acn 104294: the controller told us that there was no problem, that it was their fault because they never gave it to us (the holding time). We called when we got on the ground and they said it was their fault and not to worry about it. Nothing else was said about it.

Title: OPERATIONAL DEVIATION. CTLR FORGOT TO GIVE ACR MLG HOLDING INSTRUCTIONS. PLT COMPLAINT ABOUT PERCEIVED FAA POLICY.

Narrative: SHEDULED FLT FROM YYZ-BOS APCHING GDM. ZBW ADVISED TO EXPECT TO HOLD AT GARDNER, AND A DSCNT. APCHING THE VOR WE INQUIRED AS TO WHAT TO EXPECT SINCE NOTHING WAS GIVEN YET. THE CTLR FORGOT TO ISSUE A HOLD AND A DSCNT BY HIS OWN ADMISSION, HANDED US OFF TO NEXT CTLR BUT STILL DID NOT ISSUE HOLD. BY THE TIME WE WERE ABLE TO CONTACT NEXT CTLR, WE WERE ALREADY PAST THE GDM VOR. THIS CTLR GAVE US A 290 DEG HDG FOR SPACING AND ADMITTED CTLR FORGOT TO ISSUE THIS CLRNC. THERE DID NOT SEEM TO BE A TFC CONFLICT AS ZBW STATED EVERYTHING WAS OK. FLT CONTINUED AND LANDED W/O INCIDENT. I AM FILING THIS RPT TO EXPRESS MY CONCERN FOR THE FAA'S LACK OF ABILITY TO HIRE MORE CTLRS. THE CTLRS ARE DOING THE BEST THEY CAN WITH WHAT THEY HAVE TO WORK WITH. I TALKED TO THE CTLR ON THE GND AND HE STATED THERE WAS NO CONFLICT. WE CALLED WHEN WE GOT ON THE GND AND THEY SAID IT WAS THEIR FAULT AND NOT TO WORRY ABOUT IT. NOTHING ELSE WAS SAID ABOUT IT.
