Narrative:
All of the sectors in our area started seeing radar track jumps and dual radar targets. I couldn't tell where anyone was exactly or where they were going or their speed. I almost had two operational errors because of all the clutter on the scope. The radar controller next to me at sector 39 told the supervisor about the situation and he called the operations manager. Soon people from the systems maintenance (soc) were in the area asking about the radar display. It was completely unsafe! It was quite a while before anyone did anything. The traffic management unit put 20 miles in trail on the los angeles basin airports and ground stop to lax. It took about an hour for someone to figure out it was the qrw radar that was not working properly and turned it off.we were on ATC alert; and threatening to go ATC zero; but I think there should have been ground stops to all aircraft coming into area B and east and maybe shutting off ZAB.
