Narrative:
Approaching paducah, ky, memphis center advised ceiling 300' broken, visibility 4 mi. Since [the] only approach that would get us below ceiling was the ILS, we elected to shoot it. ILS was to runway 4, wind was 1810. Established on approach, center told us cleared for approach, contact tower at the OM. We crossed marker slightly fast, and were correcting for slight tailwind and crosswind inside marker. Approach was completed safely to minimums (200 and 1/2). After landing tower informed us we had not called at marker, or been cleared to land. At end of trip I called the tower to discuss what had happened. We had been very busy in the cockpit flying the aircraft, and had forgotten to make the call oops! Tower said he wanted us to realize there might have been traffic on the runway. Believe me, we knew! But in my defense I have always been told to fly the airplane first, talk after. If I had not on this particular approach, we would have not completed the approach correctly. First officer was flying (competent) and I was monitoring, but slight tailwind compressed time to run checklist to about 1 min. Having checklist and radio call to make at same time of approach creates problem. Should have called tower before reaching OM.

Narrative: APCHING PADUCAH, KY, MEMPHIS CENTER ADVISED CEILING 300' BROKEN, VISIBILITY 4 MI. SINCE [THE] ONLY APCH THAT WOULD GET US BELOW CEILING WAS THE ILS, WE ELECTED TO SHOOT IT. ILS WAS TO RWY 4, WIND WAS 1810. ESTABLISHED ON APCH, CENTER TOLD US CLRED FOR APCH, CONTACT TWR AT THE OM. WE CROSSED MARKER SLIGHTLY FAST, AND WERE CORRECTING FOR SLIGHT TAILWIND AND XWIND INSIDE MARKER. APCH WAS COMPLETED SAFELY TO MINIMUMS (200 AND 1/2). AFTER LNDG TWR INFORMED US WE HAD NOT CALLED AT MARKER, OR BEEN CLRED TO LAND. AT END OF TRIP I CALLED THE TWR TO DISCUSS WHAT HAD HAPPENED. WE HAD BEEN VERY BUSY IN THE COCKPIT FLYING THE ACFT, AND HAD FORGOTTEN TO MAKE THE CALL OOPS! TWR SAID HE WANTED US TO REALIZE THERE MIGHT HAVE BEEN TFC ON THE RWY. BELIEVE ME, WE KNEW!
