Narrative:

When taking off from myf on runway 28L with a downwind departure clearance it is necessary to fly southeast in order to provide clearance from incoming myf ILS traffic. There is less than 5 mi space between myf and the boundary of the TCA. It is necessary to fly extremely close to the TCA boundary in order to provide for inbound ILS traffic to myf. One of the principle rules in operating near a TCA is to avoid flying extremely close to the TCA. This does not provide adequate airspace to follow this rule.
