Narrative:
While about 5500' to 5800' MSL, departure control called 'mode C 1 1/2 mi 11:30 popup, altitude 6200'. Climb immediately'. We were at 210 KTS, 1.65 EPR, climbing to 7000' on the prado 2 SID from ont. I was first officer flying, I stood up the thrust levers, called set go around thrust, and pulled back. While we were doing this, ATC called traffic Y 6400' closing. I kept the aircraft at maximum climb to our altitude clearance of 7000', and hit 7400' on level off to get above a broken cloud layer 6400-7200'. We leveled on top, ATC said to maintain 7300' since we broke 7000'. Note: we had FAA ATC ZFW controller on jumpseat, he told us that ATC is seeing more traffic not using mode C so they can penetrate controled airspace, and that it was common to see this sudden mode C appearance when a traffic conflict comes up.

Narrative: WHILE ABOUT 5500' TO 5800' MSL, DEP CTL CALLED 'MODE C 1 1/2 MI 11:30 POPUP, ALT 6200'. CLB IMMEDIATELY'. WE WERE AT 210 KTS, 1.65 EPR, CLBING TO 7000' ON THE PRADO 2 SID FROM ONT. I WAS F/O FLYING, I STOOD UP THE THRUST LEVERS, CALLED SET GO AROUND THRUST, AND PULLED BACK. WHILE WE WERE DOING THIS, ATC CALLED TFC Y 6400' CLOSING. I KEPT THE ACFT AT MAX CLB TO OUR ALT CLRNC OF 7000', AND HIT 7400' ON LEVEL OFF TO GET ABOVE A BROKEN CLOUD LAYER 6400-7200'. WE LEVELED ON TOP, ATC SAID TO MAINTAIN 7300' SINCE WE BROKE 7000'. NOTE: WE HAD FAA ATC ZFW CTLR ON JUMPSEAT, HE TOLD US THAT ATC IS SEEING MORE TFC NOT USING MODE C SO THEY CAN PENETRATE CTLED AIRSPACE, AND THAT IT WAS COMMON TO SEE THIS SUDDEN MODE C APPEARANCE WHEN A TFC CONFLICT COMES UP.
