Narrative:

We had just started talking to aircraft X. There was an intermittent primary target ahead that we were about to issue to him when zan controller called asking if we saw the traffic climbing out of 9;600 feet becoming a factor for aircraft X. I immediately issued a traffic alert and turned aircraft X to resolve the conflict. The VFR aircraft must have had an ads-B transponder but no mode C transponder. Zan has ads-B capability; but we do not; therefore they were able to see the altitude and better track that target.A11 should get ads-B functionality enabled so that we can better see these aircraft and provide better and safer service to pilots.

Title: An A11 TRACON Controller reported that ZAN Center had just handed off an arriving aircraft whose altitude indicated it was in confliction for the arrival. The TRACON could not detect a Mode C.
