Narrative:

The current letter of agreement (LOA) between anchorage tower; anchorage approach; merrill tower; and elmendorf tower has been ineffective for the past year. We have several amendments to the so-called current LOA; and at least 2-3 proposed new loas in merrill tower's database that we really have no idea what is proper procedure for IFR north departures; SVFR operations and coordination amongst the anchorage bowl facilities. For over a year now management and natca have been working on implementing a new LOA; but each time a consensus is reached the anchorage district manager delays the implementation. After more discussion with fellow controllers and our natca representatives; I felt obligated to submit this report. The lack of action of the anchorage distract manager to implement procedures agreed upon by controllers who are actively engaged in day-to-day operations is beyond incompetence; it is unsafe. I am pleading with the anchorage distract manager to implement the agreed upon LOA in the interest of safety. If the anchorage distract manager still refuses to implement the new LOA; then the manager needs to be removed.

Title: MRI Tower Controller reported that the local Letter of Agreement has expired and the District Manager will not allow publication of new LOAs between facilities. The Controller is unsure of the required coordination procedures.
