Narrative:
Aircraft X departed anc IFR on the knik departure. On initial contact I radar identified him and climbed him to 20000 feet. About 30 seconds later he said confirm heading 200. I said negative continue the 'knik departure and climb and maintain FL200'. Aircraft X was already in the turn to the south in the 6000 ft MVA at 2000 ft. I asked him to expedite climb. Once above the MVA I gave him a turn to the north.

Title: A11 TRACON Controller reported a pilot misunderstood his instruction and turned to a 200 heading instead of climbing to FL200.
Narrative: Aircraft X departed ANC IFR on the KNIK departure. On initial contact I radar identified him and climbed him to 20000 feet. About 30 seconds later he said confirm heading 200.
