Narrative:
I was working local control 1 and local control 2 combined. Aircraft Y was on final for runway 9C; when ground control asked to cross runway 9C with aircraft X at taxiway left. I approved the crossing; based on the location of aircraft Y and the position of aircraft X. Once I observed aircraft X start the taxi; I turned my visual attention to runway 9R; where I had other aircraft. When I turned back to the final of runway 9C; aircraft Y had started a go around. I issued instructions to aircraft Y to fly runway heading; and eventually brought the aircraft back to land.even if the positions had been split; local control 2 would still have had the responsibility of both runway 9C and runway 9R.
