Narrative:
Ground controller had requested permission to cross active runway with a single aircraft. I observed the aircraft crossing as a departure approached the runway for takeoff. Since the departure aircraft was still 500 ft from runway end and crossing aircraft was almost clear, I issued takeoff clearance to departure aircraft. Crossing aircraft stopped before aircraft empennage was fully clear of runway apparently, since departure aircraft aborted takeoff roll after 50 ft of roll and stated the crossing traffic was not completely clear. A scan of the asde surface radar at that time showed aircraft subsequently was clear of runway. Moral: apply positive separation in this situation since anticipated separation cannot be ensured.

Title: LCL CTLR APPROVED A REQUEST FROM GND CTLR TO CROSS THE ACTIVE RWY, THEN CLRED A B737 FOR TKOF THAT WAS 500 FT FROM THE RWY. THE ACFT XING THE RWY STOPPED BEFORE CLRING THE RWY ON THE OTHER SIDE, CAUSING THE B737 TO ABORT TKOF.

XING ACFT STOPPED BEFORE ACFT EMPENNAGE WAS FULLY CLR OF RWY APPARENTLY, SINCE DEP ACFT ABORTED TKOF ROLL AFTER 50 FT OF ROLL AND STATED THE XING TFC WAS NOT COMPLETELY CLR. A SCAN OF THE ASDE SURFACE RADAR AT THAT TIME SHOWED ACFT SUBSEQUENTLY WAS CLR OF RWY. MORAL: APPLY POSITIVE SEPARATION IN THIS SIT SINCE ANTICIPATED SEPARATION CANNOT BE ENSURED.
