Narrative:
I was on the controller in charge position standing in the back of the cab facing the operation. Everything seemed normal. My ground controller was working the traffic like normal. I hear the ground controller say something to the effect of 'what the hell'; and immediately tell the local controller to send that plane around.what I understand is [controller] issued a tug and company (2 tugs pulling gulfstream sized aircraft (they had 1 radio)) on taxiway golf to hold short of taxiway lima. Then after an aircraft passed [controller] told the tugs to hold short of runway 19. The tug driver misheard and crossed runway 19 at golf and both tugs proceeded to cross the runway with an aircraft on final for runway 19 about half a mile out. When I noticed the situation the last aircraft being towed; its tail was basically past the halfway point of the runway center line to complete the crossing and the aircraft on finally still had about .25 mile to go till the runway threshold. Aircraft went around and was resequenced without further incident and landed.
