Narrative:

An unfamiliar helicopter X was inbound from the west. I instructed the pilot to follow a helicopter based out of myf who was inbound from the east. The local helicopter requested the use of taxiway H and G to maneuver to his parking area. Helicopter X assumed that it was okay for him to do the same. A cessna pilot landing on runway 28L reported that the helicopter flew right over him on his landing roll.restrict all unfamiliar helicopters to remain south of taxiway hotel at all times.
