Narrative:

I was conducting my overlap after giving up the local east and city position. I observed an overtake situation where aircraft X was catching aircraft Y on the same route of flight and notified the controller working the position. The controller then issued both aircraft altitudes that were below the MVA; MSA; or minimum IFR enroute altitude in that area.I don't think the relieving controller understands where the MSA and MVA altitudes can be used. A refresher briefing for the tower may be helpful. It sounds like this is misapplied often.
