Narrative:

I was cleared for an ILS approach, 20L, with a sidestep to 20R, disabled aircraft on 20L. Thunderstorms reported with light rain, light wind from northeast. Upon commencing approach, tower reported dark area north of airport with visibility approximately 3/4 mi. After breaking out, the sidestep was made with a severe wind from the west, T/D was made in center of runway. Aircraft then hydroplaned to the left onto the grassy midfield area. Brought to a stop and taxied to taxiway F with no problem. It was discovered by ground crew witnesses at runway during T/D that this runway was flooded with several inches of water and had been like this for several hours prior. The runway condition and the severe wind shift were not reported to me at the approach. No damage was done to the aircraft or any runway fixtures. Airport manager consulted.

Title: RWY CONDITIONS ON LNDG RESULT IN LOSS OF ACFT CONTROL AND RWY EXCURSION.

Narrative: I WAS CLRED FOR AN ILS APCH, 20L, WITH A SIDESTEP TO 20R, DISABLED ACFT ON 20L. TSTMS RPTED WITH LIGHT RAIN, LIGHT WIND FROM NE. UPON COMMENCING APCH, TWR RPTED DARK AREA N OF ARPT WITH VISIBILITY APPROX 3/4 MI. AFTER BREAKING OUT, THE SIDESTEP WAS MADE WITH A SEVERE WIND FROM THE W, T/D WAS MADE IN CENTER OF RWY. ACFT THEN HYDROPLANED TO THE LEFT ONTO THE GRASSY MIDFIELD AREA. BROUGHT TO A STOP AND TAXIED TO TXWY F WITH NO PROB. IT WAS DISCOVERED BY GND CREW WITNESSES AT RWY DURING T/D THAT THIS RWY WAS FLOODED WITH SEVERAL INCHES OF WATER AND HAD BEEN LIKE THIS FOR SEVERAL HRS PRIOR. THE RWY CONDITION AND THE SEVERE WIND SHIFT WERE NOT RPTED TO ME AT THE APCH. NO DAMAGE WAS DONE TO THE ACFT OR ANY RWY FIXTURES. ARPT MGR CONSULTED.
