Narrative:
Aircraft X was instructed to follow a BE99 and cleared to land rwy 30L. I was working local combined with ground/flight data and taxiing two IFR aircraft to rwy 30L. I heard someone say something along the line of 'is he going to land on me?'. I looked away from the aircraft taxiing and saw aircraft X on final for rwy 30R. I told the aircraft on short final for rwy 30R to go around. Aircraft X was instructed to make left traffic rwy 30R. The pilot then landed on rwy 30L without incident. The pilot called the tower and wanted to know if I cleared him to land on rwy 30L or rwy 30R. I told him I thought I instructed him to follow the BE99 and cleared to land rwy 30L. The pilot stated he had a radio problem and tried to verify the rwy when he saw vehicles on the under-run of rwy 30R.I recommend the airport put portable xs on the runway when it's closed for construction.
