Narrative:
I told aircraft X to descend at pilot discretion and to maintain 4;000 feet. [The pilot] read it back but contained descent through 3;000 feet violating a minimum vectoring altitude. [The pilot] was more than 3 miles from the highest depicted obstruction and above the next highest minimum vectoring altitude when I saw him descending I stopped his descent at 2500 feet.
