Narrative:
Starting 2 days before our trip; I began checking notams. Notams revealed that runway 02/20 at 4o4 was closed [for some time in october]. After alerting the PIC; he decided to call the airport manager of 4o4 to confirm the NOTAM. The manager reported that the runway was undergoing a resurfacing project. He reported that the runway was safe to land on the day of our arrival and the only issue is that there would be no runway markings on the runway. I also called to confirm with the airport manager to confirm all of this due to the NOTAM.after questioning the PIC a few times to voice my concerns about landing on a NOTAM closed runway; he decided that we would still proceed as planned and not choose an alternate airport for our mission. During the descent; we were questioned two times by forth worth center as to the NOTAM and what our intentions were. We advised that that we were familiar with the NOTAM and had made prior arrangements with the airport manager and had permission to land from him as well. Due to the NOTAM; the center controller could not clear us for any type of an approach to a runway that was closed.once below the clouds and with the airport in sight; we canceled IFR and proceeded VFR. The landing was uneventful and the condition of the runway was as expected. After a few hours; we then departed 4o4 for our next destination. After obtaining our IFR clearance in the air; we were again questioned by fort worth center how we took off of a closed airport. I explained that we had permission from the airport manager and that the condition of the runway was safe for operation during our time there.if I were the PIC of this flight; I would have chosen a different destination airport. In the end; we landed on a NOTAM closed airport. At no time do I feel that we violated far 91.13 as we verified the conditions of the runway with the airport manager on two separate occasions and proceeded with caution during our approach and landing. After speaking with management at home base after the occurrence; we have decided that we will not engage in such an activity again. Furthermore; I should have been even more vocal about my concerns about landing on a closed runway in the beginning and could have resolved the situation by just going to a different airport.
