Narrative:
Departed pvd in IFR WX. Cleared to 14000' by departure control and handed off to ZBW. We called ZBW passing 10400' at 2000 FPM. ZBW immediately told us to maintain 10000'. Traffic holding over pvd VOR at 11000' and above. We reached 10800' before starting back down to 10000'. Traffic was within 7 mi and 200'--too close.

Narrative: DEPARTED PVD IN IFR WX. CLRED TO 14000' BY DEP CTL AND HANDED OFF TO ZBW. WE CALLED ZBW PASSING 10400' AT 2000 FPM. ZBW IMMEDIATELY TOLD US TO MAINTAIN 10000'. TFC HOLDING OVER PVD VOR AT 11000' AND ABOVE. WE REACHED 10800' BEFORE STARTING BACK DOWN TO 10000'. TFC WAS WITHIN 7 MI AND 200'--TOO CLOSE.
