Narrative:
I received IFR clearance on the ground before taxi at an uncontrolled (class east at 700 feet) airport. Was instructed to hold for release and contact departure when number one. After taxi to the active runway; I tried several times to contact departure to receive clearance without success. The weather was VFR with no known traffic so I departed VFR. As soon as I departed the pattern I contacted departure. I maintained VFR the entire time. Controller informed me I took off without a clearance. He gave me a heading and altitude and the flight proceeded without incident. There seems to be a grey area concerning departing an uncontrolled field when unable to contact the controller while weather is VFR and no controlled airspace is entered. We may need some clarity as to the pilot's options when unable to raise a controller on the ground after clearance has been given; but a [departure] hold is assigned at an uncontrolled VFR field.
