Narrative:
Captain was flying and cleared the localizer 27 at 3;800 feet. Once established on the approach I told the captain he could descend to 3;600 feet (we were outside okain) and we did. Approaching okain; I said we can descend to 2;700 feet inside of okain at 12.2 DME. We started to descend inside of okain. The captain was expecting to see the airport; but we were still IMC. I looked at my chart to verify the information I was conveying to the captain; when I crosschecked the DME; FMA and the MCP; the captain set 2;000 feet without saying anything.we were close to 2;700 feet outside of cijhi. I told the captain to set 2;700 feet; we would bust the altitude at cijhi. He was confused and I explained while performing my pilot monitoring duties. We leveled off a 2;700; set 2;000; and stated the DME he needed to descend. He started to get slow. I called airspeed; at vref I called airspeed he was still slowing; I called airspeed; airspeed; airspeed and put my hands on the bottom of the thrust levers. The captain added thrust [and] regained situational awareness. We continued the approach and landed san. The san tower was unhappy that I verified our landing clearance twice. But due to a little task saturation; I just wanted to make sure.on the ground at the gate I attempted to have a post brief about the approach into san with the captain. Unfortunately he was not receptive.
