Narrative:
Received clearance from bil ground: cleared to ZZZ via the billings 4 dept; climb via SID; depart frequency 120.5. During takeoff on runway 10L from bil we entered IMC. PF leveled off approximately 4;600 MSL; heading 098. We received clearance for a turn to the southeast (I believe 120 or 160) and join J136. We initiated the turn and then requested a climb from ATC. ATC cleared up to 15;000 ft. As I was inputting the altitude we received gwps alert 'too low terrain.' immediately the PF went toga thrust and pitched the nose up. Pm confirmed toga thrust and hit the speed brake handle forward to ensure the speed brakes were stowed. After passing 7;000 ft MSL pm announced MSA was 6;500 within 10 nm of bil VOR. PF reduced the pitch; then the power and we began an open climb up to 15;000 ft MSL. Rest of the flight was uneventful. Weather conditions at bil: calm winds; approximately 1500 broken/ovc; -sn; 1/8 inch of dry snow all surfaces. Aircraft issues: on the inbound leg aircraft experienced 3 APU auto shut downs. This drove the captain to start working with maintenance control via phone to get system reset after the cool down time of 60 minutes on a 45 min turn. During the turn; after completion of the walk around; I started referencing multiple checklist (ground pneumatic start; de-ice off gate; crossbleed start) to prepare for the non-normal/first de-ice of the year. I then started looking at the standard items (taxi; SID; approach). It was during this time I looked at billings 4 departure 10-3; 10-3-1. Upon looking at 10-3 I noticed there are no altitudes on the page so I referenced 10-3-1. On 10-3-1 for the billings 4 at the bottom I saw runway 10L so I zoomed in to read this line. When I did the 'zoom' it cut off the bottom of the page which is 'routing.' here it clearly states 'maintain 15;000 or assigned lower.' I never saw this line. When we briefed prior to push the departure was briefed as heading 098; climb to 4;600 ft MSL so neither PF/pm saw the number 15;000 ft mslbottom line; the 45 minute turn was busy with multiple non-standard events. The weather was not great. However; that is no excuse for missing the 15;000 ft altitude on the SID.
