Narrative:
We were given a clearance to line up and wait on runway; and then a few minutes later we were cleared for takeoff. As we were applying takeoff power for departure; we received a takeoff configuration warning and promptly closed the throttles. We both realized that the flaps had not been set for takeoff and promptly set the flaps while still on the runway; and then continued with the takeoff roll. I realized that I may have been distracted during the after start flow and failed to set them before starting the taxi out; and even during the before taxi checklist we both read the checklist item but failed to verify that the flaps were properly set. Since that time I have made it a point not to allow any distractions to interfere with my after start flow and not to be rushed into taxiing until I have verified each item on the before taxi/taxi checklist. Also; on the before takeoff checklist; I now physically touch the flap handle and point to the flap indicator when reading the checklist.
