Narrative:

To set the scene, it was time to get everyone out of pit to fl, ric, orf, you name it--and one poor soul wanted to get from shd to dsm (requesting FL390). Well, J53 was loaded southbound from FL270 and up, so cga X, an small transport, got stuck at FL260 with a promise of higher from ZID in about 40 mi. As for me, I'm having one of those days that are hard to top--feeling great, having fun, no amount of traffic I can't handle--bring 'em on. I'm having fun with the pilots and them with me. Let's say if the tapes were pulled, my chief would have a cow! But, I was really enjoying myself. As cga X progressed westward at FL260, I called traffic, an medium large transport at FL270 turning east, and I had a few words with the medium large transport. After a few more miles I again called traffic to cga X, again at FL270, air carrier Y, an large transport, and again reminded cga X to expect higher shortly. I then called ZID to inform them of cga X altitude request. While on the line with ZID, I saw cga X's mode C change to FL263 (thinking 'ok, he's hit a bump), then FL264. Now I'm back on the frequencys, real quick, mode C now FL265, air carrier Y at his 2 O'clock and 10 mi. I question cga X, saying that I'm showing FL266, maintain FL260. He says he thought he was cleared to FL270. I say, 'no sir! Traffic is at FL270--descend and report level FL260.' of course this took about 2 days and 3 adult size pampers, and when I asked cga X to say altitude, good ole honest john says, 'FL260, pt 2.' 'thank you very much,' I said to myself (why, oh why do pilots do that when you don't want them to?). Air carrier Y knew what was happening. When cga X reported level he asked how close, and I said 3 mi. 'Ouch,' said cga X. However, the computer never went off--no foul--well I know better--father, we sinned! Cga X and me! Cga X by climbing. As for me, I had too much fun! I created an atmosphere that caused at least 1 pilot not to pay enough attention to detail. All of this was reported to my supervisor who informed me of the no foul. Later I got cga X back on my frequency and informed him of the no foul, which relieved him, but he asked again if he had been cleared to FL270. No sir, I said, traffic was at FL270. Fun is fun, but when it ruins a good day and a good pair of pants, well, enough said.

Title: CGA CLIMBED ABOVE ASSIGNED ALT AND CONFLICTED WITH AN ACR ACFT.

Narrative: TO SET THE SCENE, IT WAS TIME TO GET EVERYONE OUT OF PIT TO FL, RIC, ORF, YOU NAME IT--AND ONE POOR SOUL WANTED TO GET FROM SHD TO DSM (REQUESTING FL390). WELL, J53 WAS LOADED SBND FROM FL270 AND UP, SO CGA X, AN SMT, GOT STUCK AT FL260 WITH A PROMISE OF HIGHER FROM ZID IN ABOUT 40 MI. AS FOR ME, I'M HAVING ONE OF THOSE DAYS THAT ARE HARD TO TOP--FEELING GREAT, HAVING FUN, NO AMOUNT OF TFC I CAN'T HANDLE--BRING 'EM ON. I'M HAVING FUN WITH THE PLTS AND THEM WITH ME. LET'S SAY IF THE TAPES WERE PULLED, MY CHIEF WOULD HAVE A COW! BUT, I WAS REALLY ENJOYING MYSELF. AS CGA X PROGRESSED WESTWARD AT FL260, I CALLED TFC, AN MLG AT FL270 TURNING E, AND I HAD A FEW WORDS WITH THE MLG. AFTER A FEW MORE MILES I AGAIN CALLED TFC TO CGA X, AGAIN AT FL270, ACR Y, AN LGT, AND AGAIN REMINDED CGA X TO EXPECT HIGHER SHORTLY. I THEN CALLED ZID TO INFORM THEM OF CGA X ALT REQUEST. WHILE ON THE LINE WITH ZID, I SAW CGA X'S MODE C CHANGE TO FL263 (THINKING 'OK, HE'S HIT A BUMP), THEN FL264. NOW I'M BACK ON THE FREQS, REAL QUICK, MODE C NOW FL265, ACR Y AT HIS 2 O'CLOCK AND 10 MI. I QUESTION CGA X, SAYING THAT I'M SHOWING FL266, MAINTAIN FL260. HE SAYS HE THOUGHT HE WAS CLRED TO FL270. I SAY, 'NO SIR! TFC IS AT FL270--DSND AND RPT LEVEL FL260.' OF COURSE THIS TOOK ABOUT 2 DAYS AND 3 ADULT SIZE PAMPERS, AND WHEN I ASKED CGA X TO SAY ALT, GOOD OLE HONEST JOHN SAYS, 'FL260, PT 2.' 'THANK YOU VERY MUCH,' I SAID TO MYSELF (WHY, OH WHY DO PLTS DO THAT WHEN YOU DON'T WANT THEM TO?). ACR Y KNEW WHAT WAS HAPPENING. WHEN CGA X RPTED LEVEL HE ASKED HOW CLOSE, AND I SAID 3 MI. 'OUCH,' SAID CGA X. HOWEVER, THE COMPUTER NEVER WENT OFF--NO FOUL--WELL I KNOW BETTER--FATHER, WE SINNED! CGA X AND ME! CGA X BY CLBING. AS FOR ME, I HAD TOO MUCH FUN! I CREATED AN ATMOSPHERE THAT CAUSED AT LEAST 1 PLT NOT TO PAY ENOUGH ATTN TO DETAIL. ALL OF THIS WAS RPTED TO MY SUPVR WHO INFORMED ME OF THE NO FOUL. LATER I GOT CGA X BACK ON MY FREQ AND INFORMED HIM OF THE NO FOUL, WHICH RELIEVED HIM, BUT HE ASKED AGAIN IF HE HAD BEEN CLRED TO FL270. NO SIR, I SAID, TFC WAS AT FL270. FUN IS FUN, BUT WHEN IT RUINS A GOOD DAY AND A GOOD PAIR OF PANTS, WELL, ENOUGH SAID.
