Narrative:
For the last 20 plus years hhr departures and lax arrivals were considered a safe event. But recently we were briefed that we can't run hhr departures and lax arrivals at the same time when it's IFR. There was a hole on the arrival final and I was of the understanding that we can release the hhr departure when the last lax arrival is abeam the airport. I called the tower and they said the departure was holding short so I released him a little early assuming he would take the runway when the arrival was abeam the airport. Go back to the old procedures there is nothing unsafe about this.
