Narrative:
On attempted landing the right seat PIC was flying just off the runway I guess about 1', I did look at the lt main and made a visibility guess. The aircraft appeared to me to have a very odd attitude, very nose down holding altitude and speed. The PIC was in control in this attitude holding a little power to keep it where it was at. I can only guess what the intentions of the PIC were, flying the aircraft in this confign, of which I have never seen. I felt some part of the landing gear touch the ground very smoothly, then I heard the propeller strike the ground hard. The PIC then added power and I believe retracted the landing gear, but didn't see anyone retract the gear. The aircraft was still very close to the ground and airspeed low. I called out 'propeller strike abort', I think I put the gear lever in the down position but the propeller and tail were already on the ground. I don't know what a soft field takeoff or landing looks like in this model of aircraft and haven't read the procedure. That is what it was according to the PIC, that they were attempting. This airplane has a STOL kit on it and causes it to fly different than a stock airplane. I believe the proper action was taken by the PIC to not attempt to takeoff again after the propeller struck the runway. I don't know if that was the proper technique for a soft field landing in that airplane or not, but the deck angle didn't look normal as I had seen in other aircraft. This has been called an incident by the FAA, the outcome of the investigation has not been determined. The reporter of this was in the left seat of the aircraft and did not touch any controls until a propeller strike had occurred.

Title: SMA ACFT WITH STOL KIT INSTALLED LANDS IN EXCESSIVE NOSEDOWN ATTITUDE AND EXPERIENCES PROP STRIKE AND GEAR COLLAPSE.
Narrative: ON ATTEMPTED LNDG THE R SEAT PIC WAS FLYING JUST OFF THE RWY I GUESS ABOUT 1', I DID LOOK AT THE LT MAIN AND MADE A VIS GUESS. THE ACFT APPEARED TO ME TO HAVE A VERY ODD ATTITUDE, VERY NOSE DOWN HOLDING ALT AND SPD. THE PIC WAS IN CTL IN THIS ATTITUDE HOLDING A LITTLE PWR TO KEEP IT WHERE IT WAS AT. I CAN ONLY GUESS WHAT THE INTENTIONS OF THE PIC WERE, FLYING THE ACFT IN THIS CONFIGN, OF WHICH I HAVE NEVER SEEN. I FELT SOME PART OF THE LNDG GEAR TOUCH THE GND VERY SMOOTHLY, THEN I HEARD THE PROP STRIKE THE GND HARD. THE PIC THEN ADDED PWR AND I BELIEVE RETRACTED THE LNDG GEAR, BUT DIDN'T SEE ANYONE RETRACT THE GEAR. THE ACFT WAS STILL VERY CLOSE TO THE GND AND AIRSPD LOW. I CALLED OUT 'PROP STRIKE ABORT', I THINK I PUT THE GEAR LEVER IN THE DOWN POS BUT THE PROP AND TAIL WERE ALREADY ON THE GND. I DON'T KNOW WHAT A SOFT FIELD TKOF OR LNDG LOOKS LIKE IN THIS MODEL OF ACFT AND HAVEN'T READ THE PROC. THAT IS WHAT IT WAS ACCORDING TO THE PIC, THAT THEY WERE ATTEMPTING. THIS AIRPLANE HAS A STOL KIT ON IT AND CAUSES IT TO FLY DIFFERENT THAN A STOCK AIRPLANE. I BELIEVE THE PROPER ACTION WAS TAKEN BY THE PIC TO NOT ATTEMPT TO TKOF AGAIN AFTER THE PROP STRUCK THE RWY. I DON'T KNOW IF THAT WAS THE PROPER TECHNIQUE FOR A SOFT FIELD LNDG IN THAT AIRPLANE OR NOT, BUT THE DECK ANGLE DIDN'T LOOK NORMAL AS I HAD SEEN IN OTHER ACFT. THIS HAS BEEN CALLED AN INCIDENT BY THE FAA, THE OUTCOME OF THE INVESTIGATION HAS NOT BEEN DETERMINED. THE RPTR OF THIS WAS IN THE L SEAT OF THE ACFT AND DID NOT TOUCH ANY CONTROLS UNTIL A PROP STRIKE HAD OCCURRED.
