Narrative:
Pattern work at whp. Clear; wind calm; runway 12 in use. I held short per tower orders while a cirrus landed. He landed fairly long and then reported trouble taxiing. He had landed with or blown a tire on landing. The pilot exited the cirrus then reported a flat tire. Tower discussed the issue and offered to send an attendant to tow the cirrus. The cirrus never said 'I am still on the runway.'tower cleared me for takeoff. I confirmed; started my roll; and tower promptly ordered me to abort; which I did. I do not know exactly where the cirrus was. The tower should not have cleared me for takeoff onto a not-legally clear runway! I should have clarified whether the cirrus and any ground crew were off the runway. The cirrus; if on frequency; should have spoken up 'do not takeoff; cirrus is still on the runway.'I am reminded of the single worst accident in flight history at tenerife. If there is any doubt in the future that the runway is clear; I will clarify to my satisfaction.
