Narrative:

I was working local control for aircraft departing. I coordinated a heavy jet departure on the SID to a fix then heading 180. The previous departure was an A321 on a SID that was also on a 180 heading. I turned the heavy jet to a 180 heading before I switched them to departure control. I had 3 miles separation and the heavy jet was quite a bit slower than the A321. After both aircraft leveled off; the A321 slowed down and the heavy jet sped up.I recommend assign first aircraft 250 knots so they can't slow down.

Title: ORD Local Controller reported a departing A321 climbed at a much slower speed than expected resulting in less than standard separation with the subsequent departure.
