Narrative:
Denver special! Denver 8 had two aircraft (aircraft X and aircraft Y) on a collision course at FL350. The loss of separation was to occur on the ZDV/ZMP boundary. The D side at sector 42 had to call the sector below and coordinate aircraft X for a descent to FL330. After referencing westbound traffic at FL340 (aircraft Z) the lnk sector (R39) descending to FL330 for aircraft X was approved. D42 called ZDV8 sector and passed on all of the coordination that he had just done. ZDV8 sector mumbled something unrecognizable and hung up. ZDV8 descended aircraft X to FL330. Separation would have been lost if not a near miss between aircraft X and aircraft Y if ZMP sector 42D wouldn't have coordinated an altitude change.this has been going on for 25+ years. The culture at ZDV is that someone else will take care of separation.
