Narrative:
My aircraft, small aircraft X, was on IFR approach. Low clouds and thunderstorm at airport boundary. An small aircraft Y trying to beat rain to airport tried to cut in front of me, even though the tower told him to follow small aircraft Y traffic on final. The Y was pointed out to me by my passenger as we were closing on him. From the left seat I was unable to see the Y until I broke off approach with a climbing left turn. The Y pilot questioned the tower twice as to why there was an aircraft just above him. After landing I talked to tower personnel about what happened and was told they were aware of the Y but they appeared to be behind the picture due to another aircraft cutting through the traffic area at 700' not in radio contact, and doing training with another controller. I don't know of any corrective measure that could be taken by myself as I was in and out of the cockpit the whole time. The Y came in on the blind side and under the wing. Controllers can't focus on just one plane that is not talking to the tower. Y pilots should be shot at sunrise. All parties need to listen to what is being said on the radio, even though it is not for them. But another aircraft missing or doing the wrong thing to instructions could affect you.

Title: SMA ACFT IN TRAFFIC PATTERN FAILED TO FOLLOW SEQUENCE INSTRUCTION AND HAS NMAC WITH SMA IFR ARR.
Narrative: MY ACFT, SMA X, WAS ON IFR APCH. LOW CLOUDS AND TSTM AT ARPT BOUNDARY. AN SMA Y TRYING TO BEAT RAIN TO ARPT TRIED TO CUT IN FRONT OF ME, EVEN THOUGH THE TWR TOLD HIM TO FOLLOW SMA Y TFC ON FINAL. THE Y WAS POINTED OUT TO ME BY MY PAX AS WE WERE CLOSING ON HIM. FROM THE L SEAT I WAS UNABLE TO SEE THE Y UNTIL I BROKE OFF APCH WITH A CLBING L TURN. THE Y PLT QUESTIONED THE TWR TWICE AS TO WHY THERE WAS AN ACFT JUST ABOVE HIM. I DON'T KNOW OF ANY CORRECTIVE MEASURE THAT COULD BE TAKEN BY MYSELF AS I WAS IN AND OUT OF THE COCKPIT THE WHOLE TIME. THE Y CAME IN ON THE BLIND SIDE AND UNDER THE WING. CTLRS CAN'T FOCUS ON JUST ONE PLANE THAT IS NOT TALKING TO THE TWR. Y PLTS SHOULD BE SHOT AT SUNRISE. ALL PARTIES NEED TO LISTEN TO WHAT IS BEING SAID ON THE RADIO, EVEN THOUGH IT IS NOT FOR THEM.
