Narrative:
Aircraft was assigned #2 service check. The aircraft had an open log item with a fault message pack airflow/temperature diagnostics tool. Tool shows pack airflow is too low or too high. Pulled up the info for this fault; step east instructs you to accomplish pack flow control and pack cooling system check per aircraft maintenance manual (amm). Amm instructs you to use the air pack diagnostic tool. This tool is not available in ZZZ. The tool is also not available in the entire system. Contacted maintenance control about this item to defer and was told by them it was not deferrable and to not clear the code without the proper tooling. Management was notified of this issue; unable to defer per maintenance control because we did not know which pack may have been the problem. Aircraft was scheduled to depart at xa:55. Updated item for low flow at flight deck. Was contacted by manager that he was under pressure to clear fault for the departure and if it was not cleared then I and my lead would be held for disciplinary actions for setting on the item and not letting management know of the problem until late. Cleared the item and notified management that a maintenance safety report would be filed.
