Narrative:

I flew the organ recovery team to foe to receive a liver. I departed foe and flew to iow and shot the VOR 35 approach to land. Some time later, 2 inspectors from the dsm FSDO stopped in and wanted a copy of my flight manifest which I denied them. They can look at it, but if they want a copy put it in writing and my manager will get back to them. They looked it over, wrote a few things down, and left. I found out later that day that my poi in dsm was calling ground trying to find out who was on my plane. I would like to know where their authority begins and ends. I shot the approach, yes. Is it in direct violation? I don't feel so. A 91 operator that hasn't flown an IFR flight 11 months can take off, fly IFR across the country, and shoot 1 approach and be legal, but I can't shoot the approach into iow because there isn't approved WX and I have to fly check rides every 8 months.

I FOUND OUT LATER THAT DAY THAT MY POI IN DSM WAS CALLING GND TRYING TO FIND OUT WHO WAS ON MY PLANE. I WOULD LIKE TO KNOW WHERE THEIR AUTHORITY BEGINS AND ENDS. I SHOT THE APCH, YES. IS IT IN DIRECT VIOLATION? I DON'T FEEL SO. A 91 OPERATOR THAT HASN'T FLOWN AN IFR FLT 11 MONTHS CAN TAKE OFF, FLY IFR ACROSS THE COUNTRY, AND SHOOT 1 APCH AND BE LEGAL, BUT I CAN'T SHOOT THE APCH INTO IOW BECAUSE THERE ISN'T APPROVED WX AND I HAVE TO FLY CHECK RIDES EVERY 8 MONTHS.
