Narrative:
IFR flight to destination hii. Had ground hold delay before departure; unexpected ATC hold en-route due to an aircraft declaring minimal fuel approaching same airport; vector delays by ATC; went missed. Two other aircraft in holds waiting to approach nearest airport; made decision to return by direct vectors to home base. Due to low fuel situation and unexpected headwinds diverted to closer airport. On approach [advised ATC of emergency condition] due to possible fuel exhaustion. Flight planned fuel may not have been sufficient due to unexpected delays. Canned company flight plan did not contain required alternate airport information as required by regulation.
