Narrative:

We had a soft closure of our largest runway which made the configuration more complex with a lot more coordination between local and ground control. The airport was IFR and aircraft X had extra difficulty landing. Aircraft X bounced up and down the runway all the way to the end to the point it appeared that it might go off the runway end. It managed to touch down very close to the end and then had to make a 180 degree turn on the runway because it had missed the final exit. It landed without incident and didn't require assistance but was unusual enough for another aircraft to comment on ground control frequency. When the aircraft called me to taxi to parking I told the aircraft to taxi to 'tower tees via alpha; charlie; hold short of runway 2 at alpha'. I was sure that I heard the correct read back.the aircraft turned onto taxiway alpha and I answered a question for local. The supervisor was asking me in the background to get a PIREP report but I was coordinating with local control. The supervisor picked up my handset and asked aircraft X for a PIREP. Right then I observed the aircraft starting to cross runway 2. At the same time I told the supervisor the airplane was crossing and grabbed the handset from him to try to correct the situation. The plane was already passed the hold lines on the other side once they responded. They apologized profusely and I felt like they understood their mistake. I think they were still very shook up about almost not making the landing.the supervisor did not think with all the things considered that I should issue the brasher statement so I did not.none; it was a pretty unusual situation that we handled to the best in our abilities and attempted to mitigate.
