Narrative:

Lax has 2 departure runways. When they depart an aircraft off the north complex that is routed south they have to allow us the departure controllers to turn this aircraft south which I did. The problem is they launched aircraft Y way to soon off the south causing a loss with the north departure aircraft X. The weather was IMC so nobody could use visual and the tower may not realize the speeds involved an MD11 will hit 250 almost immediately after takeoff.we have been saying this forever! If lax has a north side departure routed south they need to assign a southbound heading (H210).
