Narrative:
Aircraft inbound to cys, descending 13000'. Aircraft reported on initial call at 35 DME, descending to 13000' reported inbound on 080 degree right. Aircraft cleared to horse via 13 mi arc east (left turn to intercept). I asked for position report (cys non radar, manual approach control). Aircraft reported 13.6 DME. Aircraft was asked to report colla intersection for straight in ILS runway 26 approach. I waited approximately 2 mins and asked aircraft if at colla intersection wbound. Aircraft replied negative. I waited several mins, then asked ZDC if they had radar on aircraft. He reported that he did and that aircraft was on the cys 154 degree right, 3 DME, at AM58 local. (Aircraft only had to go from 080 degree right to 082 degree right to intercept localizer for ILS, missed 082 degree right and continued around to the south, away from colla intersection.) I turned aircraft right direct cys VOR to maintain 9000'. Pilot said something about needle swing reason for missing turn in at colla intersection. Not sure exactly what he said. Made ILS approach west/O any more problems.

Narrative: ACFT INBND TO CYS, DSNDING 13000'. ACFT RPTED ON INITIAL CALL AT 35 DME, DSNDING TO 13000' RPTED INBND ON 080 DEG R. ACFT CLRED TO HORSE VIA 13 MI ARC E (LEFT TURN TO INTERCEPT). I ASKED FOR POS RPT (CYS NON RADAR, MANUAL APCH CTL). ACFT RPTED 13.6 DME. ACFT WAS ASKED TO RPT COLLA INTXN FOR STRAIGHT IN ILS RWY 26 APCH. I WAITED APPROX 2 MINS AND ASKED ACFT IF AT COLLA INTXN WBOUND. ACFT REPLIED NEGATIVE. I WAITED SEVERAL MINS, THEN ASKED ZDC IF THEY HAD RADAR ON ACFT. HE RPTED THAT HE DID AND THAT ACFT WAS ON THE CYS 154 DEG R, 3 DME, AT AM58 LCL.
