Narrative:

On the date and time shown above, the pilot of the large transport air carrier a failed to comply with instructions given to taxi away from the arrival runway. Although the succeeding arriving aircraft was not forced to execute a missed approach, the situation became closer than was necessary. According to the jfk operations, the local controller is required to give initial taxi instructions to aircraft exiting the arrival runway. The situation such as described above occurs almost daily, often times with the result being the succeeding arrival executing a missed approach.

Title: ACR CHANGED TO GND FREQ AFTER LNDG WITHOUT ATC AUTHORIZATION.

Narrative: ON THE DATE AND TIME SHOWN ABOVE, THE PLT OF THE LGT ACR A FAILED TO COMPLY WITH INSTRUCTIONS GIVEN TO TAXI AWAY FROM THE ARR RWY. ALTHOUGH THE SUCCEEDING ARRIVING ACFT WAS NOT FORCED TO EXECUTE A MISSED APCH, THE SITUATION BECAME CLOSER THAN WAS NECESSARY. ACCORDING TO THE JFK OPS, THE LCL CTLR IS REQUIRED TO GIVE INITIAL TAXI INSTRUCTIONS TO ACFT EXITING THE ARR RWY. THE SITUATION SUCH AS DESCRIBED ABOVE OCCURS ALMOST DAILY, OFTEN TIMES WITH THE RESULT BEING THE SUCCEEDING ARR EXECUTING A MISSED APCH.
