Narrative:
Air carrier X failed to comply with the local controller instructions to taxi away from the arrival runway. Although the succeeding arriving aircraft was able to land safely, this is a problem that in my experience at this airport has been extremely acute among the foreign carriers. There seems to be some discrepancy in the ICAO rules and FAA rules, the problem of language being at issue here. I would strongly suggest that meetings for educational purposes be conducted with the air crew members of the foreign carriers so that we can avert any similar situation. Callback conversation with reporter revealed the following: reporter stated the problem is taxiway proximity to runways. Aircraft make the turn off the runway, but the tail is still handing over the runway when the aircraft stops to establish communication with ground control. FAA tower manager is constantly contacting air carrier's involved. Reporter counseled that the local controller might include the following phraseology when clearing foreign air carrier's off the landing runway: 'do not stop until on taxiway X, then contact ground control.' reporter stated he would include this phrase in his communication and would turn it into FAA facility management as a suggestion.

Title: ACR X FAILED TO COMPLY WITH ATC INSTRUCTIONS TO CLEAR THE RWY.
Narrative: ACR X FAILED TO COMPLY WITH THE LCL CTLR INSTRUCTIONS TO TAXI AWAY FROM THE ARR RWY. ALTHOUGH THE SUCCEEDING ARRIVING ACFT WAS ABLE TO LAND SAFELY, THIS IS A PROB THAT IN MY EXPERIENCE AT THIS ARPT HAS BEEN EXTREMELY ACUTE AMONG THE FOREIGN CARRIERS. THERE SEEMS TO BE SOME DISCREPANCY IN THE ICAO RULES AND FAA RULES, THE PROB OF LANGUAGE BEING AT ISSUE HERE. I WOULD STRONGLY SUGGEST THAT MEETINGS FOR EDUCATIONAL PURPOSES BE CONDUCTED WITH THE AIR CREW MEMBERS OF THE FOREIGN CARRIERS SO THAT WE CAN AVERT ANY SIMILAR SITUATION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATED THE PROB IS TXWY PROX TO RWYS.
