Narrative:

During an mei training flight I was flying from the right seat, under the hood. The stockton approach controller, who was very busy, was vectoring us to the livermore ILS. The controller called us as traffic to other aircraft which reported us in sight and himself at 4000'. Other aircraft was a large twin and almost surely mode C equipped. We were 3500' MSL. Controller issued us right turn, 360 degrees for vectors, maintain 3300'. Turn put us in conflict with other aircraft. I heard instrument say something and take over controls. I lifted hood to see windscreen full of other aircraft.

CTLR ISSUED US RIGHT TURN, 360 DEGS FOR VECTORS, MAINTAIN 3300'. TURN PUT US IN CONFLICT WITH OTHER ACFT. I HEARD INSTR SAY SOMETHING AND TAKE OVER CONTROLS. I LIFTED HOOD TO SEE WINDSCREEN FULL OF OTHER ACFT.
