Narrative:
We were cleared for ILS approach to runway 21 by prc tower. Small aircraft Y was simulating radar vectors to ILS final approach course. Prc tower instructed them to remain east of the localizer. The safety pilot was looking for traffic to the east when the traffic (small aircraft Y) crossed from west to east 100' below and 100' ahead of us. They passed beneath us. If prc tower had radar coverage, this may have been prevented.

Title: NMAC BETWEEN 2 FLT TRAINING LIGHT TWINS SIMULATING IFR NEAR PRC.
Narrative: WE WERE CLRED FOR ILS APCH TO RWY 21 BY PRC TWR. SMA Y WAS SIMULATING RADAR VECTORS TO ILS FINAL APCH COURSE. PRC TWR INSTRUCTED THEM TO REMAIN E OF THE LOC. THE SAFETY PLT WAS LOOKING FOR TFC TO THE E WHEN THE TFC (SMA Y) CROSSED FROM W TO E 100' BELOW AND 100' AHEAD OF US. THEY PASSED BENEATH US. IF PRC TWR HAD RADAR COVERAGE, THIS MAY HAVE BEEN PREVENTED.
