Narrative:
On date indicated, during a part 141 school stage check, I was PIC when student applicant performed a simulated emergency approach and landing procedure at my direction. Private pilot points area X tasks a, B. On first attempt, student recovered above 500 ft AGL (550 ft MSL) but failed to properly execute all procedures. Applicant verbalized 'master off and do power- off landing checklist' before establishing landing confign or attempting radio communication or squawking 7700. (Without power -- this cannot be done.) selected field looked good, clear of obstacles and no persons or structures within 500 ft (but I am not positive). On climb out, student verbalized correct procedure and I directed a second attempt from an altitude of 1700 ft MSL. Student chose same field and accomplished all procedures except 'landing without power' checklist before 550 ft MSL. I directed student to proceed below 500 ft AGL in order to demonstrate time available to do 'land without power items.' I directed and supervised recovery at about 300 ft MSL (250 ft AGL) and do not believe aircraft went below 200 ft AGL at any time. Again, I did not observe any, or recall any, persons, vehicles or structures within 500 ft at any time. I also did not observe any animals in or near our path. At company meeting XA30 apr/xa/98, a possible far violation near this location was discussed. I am concerned it may have been my aircraft. I did not knowingly exceed FARS when attempting (supervising) this stage check flight. My goal was to be sure that applicant could and would safely conduct emergency procedures as a private pilot. If I never descend (or allow descent) below 500 ft AGL on any future flight when simulating this situation, no violation or unsafe situation can occur.

AGAIN, I DID NOT OBSERVE ANY, OR RECALL ANY, PERSONS, VEHICLES OR STRUCTURES WITHIN 500 FT AT ANY TIME. I ALSO DID NOT OBSERVE ANY ANIMALS IN OR NEAR OUR PATH.
