Narrative:
I was working ground control; flight data; clearance delivery combined along with being assigned controller in charge. Runways 4R and 4L were active. Significant portions of the airport surface are under construction; including runway 11/29; taxiway J north of taxiway B; and twy left between runway 04R/04L. Aircraft X called requesting 'taxi to active at taxiway B'. It took me several transmissions to determine which runway and intersection he was requesting including a request to depart runway 04L at taxiway left; which is closed. Eventually I issued taxi instructions to runway 4R at B; via taxiway F and taxiway B.aircraft Y had previously been issued taxi instructions to runway 4L via F; cross runway 11. As aircraft X approached the intersection of taxiway B and runway 4L; he did not appear to be slowing down. I brought this to the local controller's attention; and; at least mentally; planned to coordinate a crossing. I believe I coordinated the crossing; and told aircraft X to cross runway 4R at B. As I observed aircraft X cross the hold short line; but prior to entering the runway; I observed aircraft Y on takeoff roll on runway 4L. I said something along the lines of 'stop him' to local control and told aircraft X to hold position. Aircraft Y exited runway 4L at runway 11; taxied back to runway 4L full length; and departed without incident on local control frequency.I instructed aircraft X to continue taxi and cross runway 4L. He departed runway 4R at B and remained in the pattern. After the incident was resolved; in conversation with local control; local control did not recall authorizing me a runway crossing. I believe I had coordinated; on the recorded line; for the crossing. However; with another aircraft calling me at the time for clearance and taxi; I may have mentally thought about getting the crossing and then convinced myself I had gotten it. We are unable to access the dalr (audio recording) to verify the exact coordination because no member of management was present in the building today.I will ensure that I do no issue a crossing until I witness the local controller properly utilize the runway incursion prevention device (ripd) currently required at our facility. I will also; independently of facility requirements; use a personal memory aid consisting of a strip holder with runway 4L/22R written on it. It will be face up when I have coordinated a crossing; and face down when no crossings have been coordinated. I would also recommend that lft develop a procedure to allow controller's access to the dalr when management is not present. This is the first facility I've been at where controllers are unable to access the dalr for playback when management is not in the building.
