Narrative:
I had 2 aircraft on frequency that checked inbound from the east. Told them to report 5 mi right base. One aircraft did so, I got him in sight and cleared him to land on runway 35. At this time small aircraft Y called 13 mi south proceeding to 19 mi south to intercept localizer, told him to report localizer inbound, and he showed up over flory OM, 5.7 mi south. At this time small aircraft X was close in right base, in sight and cleared to land. An IFR MTR reported 8 mi southeast by ZKC. Two aircraft on go around at same time, the MTR called right base, and I told him to report 5 mi right base, small aircraft Y told to follow small aircraft X short final, small aircraft Y asked about MTR on final in front of him, (3 mi sep). Small aircraft Y didn't like spacing, I told him to make left 360 degree, the MTR was in too close behind small aircraft X and I told him to go around and enter right traffic. Small aircraft Y cleared to land, MTR told to enter down wind and to follow small aircraft Y and he did so. Small aircraft Y not happy about MTR in front of him. Small aircraft Y was to fly approximately 11 mi with a turn and he did this in 3.37 mins. He therefore didn't do what he was suppose to. MTR told to report 5 mi right base and he slowed up on final. Worked position combined, only one in tower to close up by self.

Title: TWR CTLR WORKING IN CAB ALONE FAILED TO EXCHANGE TRAFFIC WHICH RESULTED IN THE TWR ACFT COMING IN TO CLOSE PROX TO EACH OTHER. ONE PLT DID NOT LIKE SEPARATION. REPORTED BY CTLR TO BE 3 MILES.
