Narrative:
On apr/xx/90 while I was working the R47 sector at ZMA, miami approach failed to hand off a track on small transport flying V97 at 6000'. The sector got busy and I asked for help and the supervisor sent a tracker to assist with the traffic. About 10 mins later, the D47 controller realized that a limited data block was small transport as the aircraft was merging with an small aircraft at 6000' over the lbv VOR. I immediately called the small transport to see if the aircraft was on frequency, as I had already switched the small aircraft to another controller. Small transport acknowledged and I immediately descended small transport to 5000'. I told the supervisor of the incident the aircraft passed with .463 mi lateral and at the same altitude. They never saw each other. I feel this incident occurred due to the miami approach controller not handing off the aircraft to the center and the sector being overloaded. Frequency congestion was the reason. The small transport never established radio contact with the center. He tried, but was blocked once and not acknowledged. He never tried again.

Title: ARTCC RADAR CTLR FAILED TO PROVIDE STANDARD IFR SEPARATION BETWEEN ACFT UNDER HIS CTL.
Narrative: ON APR/XX/90 WHILE I WAS WORKING THE R47 SECTOR AT ZMA, MIAMI APCH FAILED TO HAND OFF A TRACK ON SMT FLYING V97 AT 6000'. THE SECTOR GOT BUSY AND I ASKED FOR HELP AND THE SUPVR SENT A TRACKER TO ASSIST WITH THE TFC. ABOUT 10 MINS LATER, THE D47 CTLR REALIZED THAT A LIMITED DATA BLOCK WAS SMT AS THE ACFT WAS MERGING WITH AN SMA AT 6000' OVER THE LBV VOR. I IMMEDIATELY CALLED THE SMT TO SEE IF THE ACFT WAS ON FREQ, AS I HAD ALREADY SWITCHED THE SMA TO ANOTHER CTLR. SMT ACKNOWLEDGED AND I IMMEDIATELY DESCENDED SMT TO 5000'.
