Title: ZLA Center Controller reported an aircraft did not have the updated OAPM Arrival procedures for their destination.
Narrative: OAPM (Optimization of Airspace and Procedures in the Metroplex) aircraft did not have updated stars for destination airport. Did not have either DSNEE1 or DOOBY1 STARs. Ensure airlines are getting updated information.
