Narrative:
Ewr ATIS warned of unauthorized xmissions on tower frequency. Approaching OM a transmission was received asking for a radio check. It was a different voice and an obviously weaker signal than the tower controller. No reply was made. Tower was informed on ground frequency after clearing runway. Company dispatch was informed by phone after clearing runway.
