Narrative:

The final part of the routing into bur as originally filed by dispatch was bxk-J212 psp-V16 pdz direct pom, direct vny, direct bur. I consider this to be a dangerous routing due to the high degree of risk of midair collision in the left.a. Basin. On this route ATC makes you descend to 8000' right after exiting the banking pass, and you fly the last 70-80 mi at 8000' in the smog and low visibility. This was a fri evening, the visibility was bad and the sun was just setting--perfect scenario for a midair collision. Because of my aversion to flying this route due to midair collision risk, prior to bxk I had requested and received a new routing that went from bxl to hec, pmd and the lynxx 5 arrival into bur. I consider this to be a much safer route, because of the ability to stay higher and lesser levels of small aircraft traffic. Just east of psp the controller cancelled my new route and reclred me on my old routing through the left.a. Basin. When I asked why, he told me 'traffic.' I replied that I would accept vectors and a delay to go over pmd. He summarily denied my request and told me to fly as reclred. I complied, but protested that he was denying a PIC the right to fly a route that was preferred for safety reasons. In a subsequent phone conversation the area supervisor told me that the pmd sectors were saturated. My reply was that as a PIC I had the right to accept a delay to get a route that I preferred for safety reasons, and that he had denied me that right and put me on what I considered to be a very hazardous routing against my judgement and will. His last comment was that the voice tapes of my radio conversations with the controller were being pulled for supervisory review.

Title: REPORTER REQUESTS AN ALTERNATE ROUTING INTO THE LAX BASIN AND IS DENIED.

Narrative: THE FINAL PART OF THE ROUTING INTO BUR AS ORIGINALLY FILED BY DISPATCH WAS BXK-J212 PSP-V16 PDZ DIRECT POM, DIRECT VNY, DIRECT BUR. I CONSIDER THIS TO BE A DANGEROUS ROUTING DUE TO THE HIGH DEGREE OF RISK OF MIDAIR COLLISION IN THE L.A. BASIN. ON THIS RTE ATC MAKES YOU DSND TO 8000' RIGHT AFTER EXITING THE BANKING PASS, AND YOU FLY THE LAST 70-80 MI AT 8000' IN THE SMOG AND LOW VISIBILITY. THIS WAS A FRI EVENING, THE VISIBILITY WAS BAD AND THE SUN WAS JUST SETTING--PERFECT SCENARIO FOR A MIDAIR COLLISION. BECAUSE OF MY AVERSION TO FLYING THIS RTE DUE TO MIDAIR COLLISION RISK, PRIOR TO BXK I HAD REQUESTED AND RECEIVED A NEW ROUTING THAT WENT FROM BXL TO HEC, PMD AND THE LYNXX 5 ARR INTO BUR. I CONSIDER THIS TO BE A MUCH SAFER RTE, BECAUSE OF THE ABILITY TO STAY HIGHER AND LESSER LEVELS OF SMA TFC. JUST E OF PSP THE CTLR CANCELLED MY NEW RTE AND RECLRED ME ON MY OLD ROUTING THROUGH THE L.A. BASIN. WHEN I ASKED WHY, HE TOLD ME 'TFC.' I REPLIED THAT I WOULD ACCEPT VECTORS AND A DELAY TO GO OVER PMD. HE SUMMARILY DENIED MY REQUEST AND TOLD ME TO FLY AS RECLRED. I COMPLIED, BUT PROTESTED THAT HE WAS DENYING A PIC THE RIGHT TO FLY A RTE THAT WAS PREFERRED FOR SAFETY REASONS. IN A SUBSEQUENT PHONE CONVERSATION THE AREA SUPVR TOLD ME THAT THE PMD SECTORS WERE SATURATED. MY REPLY WAS THAT AS A PIC I HAD THE RIGHT TO ACCEPT A DELAY TO GET A RTE THAT I PREFERRED FOR SAFETY REASONS, AND THAT HE HAD DENIED ME THAT RIGHT AND PUT ME ON WHAT I CONSIDERED TO BE A VERY HAZARDOUS ROUTING AGAINST MY JUDGEMENT AND WILL. HIS LAST COMMENT WAS THAT THE VOICE TAPES OF MY RADIO CONVERSATIONS WITH THE CTLR WERE BEING PULLED FOR SUPERVISORY REVIEW.
