Narrative:
Light transport X was descending from 13000', 4 mi east of pmd, en route to vny. The aircraft was assigned to cross 15 mi southwest of pmd at and maintain 8000'. A converging aircraft Y at 10000', IFR initially routed northbound on V201, had been taken off route and put on a vector of approximately 320 degrees on what appeared an attempt to outrun the descending aircraft. Controller neglected to take evasive action, but relied on gaining visibility sep. Light transport X was advised several times of traffic at 10 O'clock, 10000' nwbnd. The descending aircraft was issued traffic at 10 O'clock, 2 mi at 10000', and the callback was 'in sight.' supervisor was looking over the controller's shoulder and aware of the full event. Within a few mins the controller was relieved for a break. The supervisor admonished the controller for his action and he did not report a system error. He told the controller he had less than 3 mi and I corrected the statement to 'he had 1 1/2 mi.' no further action was taken.

Title: CTLR FAILED TO PROVIDE STANDARD IFR SEPARATION BETWEEN 2 ACFT UNDER HIS CONTROL.
Narrative: LTT X WAS DSNDING FROM 13000', 4 MI E OF PMD, ENRTE TO VNY. THE ACFT WAS ASSIGNED TO CROSS 15 MI SW OF PMD AT AND MAINTAIN 8000'. A CONVERGING ACFT Y AT 10000', IFR INITIALLY ROUTED NBOUND ON V201, HAD BEEN TAKEN OFF RTE AND PUT ON A VECTOR OF APPROX 320 DEGS ON WHAT APPEARED AN ATTEMPT TO OUTRUN THE DSNDING ACFT. CTLR NEGLECTED TO TAKE EVASIVE ACTION, BUT RELIED ON GAINING VIS SEP. LTT X WAS ADVISED SEVERAL TIMES OF TFC AT 10 O'CLOCK, 10000' NWBND. THE DSNDING ACFT WAS ISSUED TFC AT 10 O'CLOCK, 2 MI AT 10000', AND THE CALLBACK WAS 'IN SIGHT.' SUPVR WAS LOOKING OVER THE CTLR'S SHOULDER AND AWARE OF THE FULL EVENT. WITHIN A FEW MINS THE CTLR WAS RELIEVED FOR A BREAK. THE SUPVR ADMONISHED THE CTLR FOR HIS ACTION AND HE DID NOT RPT A SYS ERROR. HE TOLD THE CTLR HE HAD LESS THAN 3 MI AND I CORRECTED THE STATEMENT TO 'HE HAD 1 1/2 MI.' NO FURTHER ACTION WAS TAKEN.
