Narrative:
Aircraft X above was cleared for takeoff on runway 14 while another small aircraft Y was on left base runway 04 for a touch and go. The touch and go turned final and crossed the runway threshold before the departing small aircraft X crossed through the midfield intersection. Traffic was issued to the departure. Pilot reported traffic in sight. I did not send the touch and go around because both aircraft would be airborne at the midfield. The departure took a long time to begin takeoff roll. An immediate departure may have stopped the situation.

Title: CTLR FAILED TO PROVIDE INTERSECTING RWY SEPARATION BETWEEN AN ARR AND A DEP. THE ARR WAS PAST THE RWY THRESHOLD BEFORE THE DEP HAD CROSSED THE LNDG RWY.
Narrative: ACFT X ABOVE WAS CLRED FOR TKOF ON RWY 14 WHILE ANOTHER SMA Y WAS ON LEFT BASE RWY 04 FOR A TOUCH AND GO. THE TOUCH AND GO TURNED FINAL AND CROSSED THE RWY THRESHOLD BEFORE THE DEPARTING SMA X CROSSED THROUGH THE MIDFIELD INTXN. TFC WAS ISSUED TO THE DEP. PLT RPTED TFC IN SIGHT. I DID NOT SEND THE TOUCH AND GO AROUND BECAUSE BOTH ACFT WOULD BE AIRBORNE AT THE MIDFIELD. THE DEP TOOK A LONG TIME TO BEGIN TKOF ROLL. AN IMMEDIATE DEP MAY HAVE STOPPED THE SITUATION.
